A No Exotic Warfare Zone Resolution

In the hope that someday there will be a true peace on earth and in space and because national space policy is taking the United States in the direction of the industrialization of space, the arming of space with beam weapons, and the continued testing of nuclear weapons in space and the atmosphere, the city council members of Alpine, Texas are declaring this city a No Exotic Warfare Zone.

We are enacting a city ordinance regarding electromagnetic (EM), atmospheric, chemical, biological, and space-based weapons, and non-consensual, biological implants. We will inform our state and federal representatives of our demands to be free from these weapons, tortures, and invasions of privacy.

We will write to our state and federal representatives asking that a law similar to the city ordinance below be discussed, adapted for, and passed at the state and federal levels.

City council members will ask the State of Texas to fund an EM human rights commission so that targeted individuals (TIs) of directed energy torture and harassment will have access to shielding, legal advocacy, state investigators, EM and electrical experts, documentation equipment, medical help, and whatever is necessary to help TIs. Council members will ask the state to make sure that knowledgeable citizens and survivors of directed energy attacks have oversight into this commission's workings, hiring practices, and budget.

The city will post signs at the city limit boundaries on the incoming highways that Alpine, Texas is working for peace on the earth and in space and is a No Exotic Warfare Zone.¹

No Exotic Warfare Zone Ordinance

I. Electromagnetic weapons or weapons systems (EM); atmospheric, chemical, and biological weapons or weapons systems; and space-based weapons or weapons systems are unlawful and illegal within, under, or over Alpine, Texas.

Weapons attacks on a person, animal, home, building, installation, computer, communications system, electrical wiring, or the environment from a remote location outside of the city or "piggy-backed" in on satellites, microwave towers, antennas, or tranmissions is also a violation of this ordinance.

Willfully and knowingly attacking, assaulting, or injuring a person residing or visiting Alpine, Texas with said weapons or weapons systems is a felony conviction, Class A, carrying a sentence of up to 10 years in prison, but not less that two years, with a fine of $10,000.00. If death results from said attacks, the standard Texas penal code sentencing as regarding murder convictions would be applied carrying a prison term of up to 99 years, but not less than five years, with a fine of $10,000.00.

The fines from an attack, assault, or injury conviction will go to the victim. In the event of death resulting from said attack, the fine will go to any surviving, dependent children, or if there are none, the fine will go to the state electromagnetic human rights office, discussed above, into a medical fund for indigent victims.

(A) The terms `weapon' and `weapons system' mean a device capable of any of the following:

(i) Damaging or destroying an object (whether in outer space, in the

atmosphere, on earth) by --

(I) firing one or more projectiles to collide with that object;

(II) detonating one or more explosive devices in close proximity to that object;

(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation(EM), plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object;

(IV) any other unacknowledged or as yet undeveloped means.

(ii) Inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person) --

(I) through the use of any of the means described in clause (i) or subparagraph (B);

(II) through the use of land-based, water-based, underground or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or

(III) by expelling chemical, industrial, or biological agents in the vicinity of a person.

(B) Such terms include exotic weapons systems such as --

(i) electronic, psychotronic, or information weapons;

(ii) chemtrails, or potentially harmful aerial sprays;

(iii) high altitude ultra low frequency weapons systems;

(iv) plasma, electromagnetic, sonic, dissolution of memory, intra-cerebral, or ultrasonic weapons;

(v) gyrotron or cyclotron weapons or weapons systems, laser weapons systems;

(vi) strategic, theater, tactical, or extraterrestrial weapons; and

(vii) chemical, biological, environmental, climate, or tectonic weapons.

(C) The term 'exotic weapons systems' includes weapons designed to heat or damage natural ecosystems (such as the ionosphere and upper atmosphere); weapons or machines that artificially excite, resonate, or inject energy into the Schumann Cavity or that intend to use the earth and ionosphere as a waveguide for unshielded, energy transport; or climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space.²

II. No one residing, visiting, born in, or incarcerated in Alpine, Texas will implanted with any kind of trans-dermal or sub-dermal microchip; brain implant; crystal or fiber-optic implant; geo-positioning, satellite- tracking device; or radio-frequency tag or band against their will. Persons on parole or in jail will be monitored by traditional methods.

III. The city will not tolerate any violation of this ordinance within its jurisdiction by any agent, personnel, or contractor working for any part of the state or federal government. Military or law enforcement personnel who violate the above ordinance are not exempt from this law. Local law enforcement will be educated on this ordinance and will have access to directional meters and other investigative tools for documentation and prosecution.
